Private higher education in Vietnam: underlying socio-institutional issues and public policy

Private higher education (PHE) in Vietnam is facing institutional issues which has referred to as internal and external governance of private universities in this study. A qualitative research method is used with semi-structured interviews and document analysis to explore each issue and trace the fundamental causes - legislation and government policy...
The internal governance tension emerges from conflicting viewpoints among members of the Board of Directors and between the Board and President about whether to run their institutions as not-for-profit or for-profit. Misleading legislation has resulted in this tension and confusion in the conceptions of the two categories in practice. The external governance tension is the relationship between the government and individual institutions. There have been many complaints about impractical, irrational, inconsistent, and fluctuating legislation governing private institutions. Educational policy is also problematic with its limited resources and inequitable treatment toward PHE. In order to address those issues, this article also seeks insights from private higher education in the United States (U.S.) for meaningful implications.
